T his chapter provides a
description of each states program as it currently exists. Although substantial
effort has been made to be as accurate as possible in these descriptions, they are no
substitute for your thorough review of the materials available from the particular program
you are interested in, including enrollment materials, the application form, and the
master contract.
In addition to the general description, the "best" and
"worst" features are described, along with a "5-Cap Rating" that
assigns an overall rating to the program ranging from one cap (least attractive) to five
caps (most attractive). Two ratings are provided, one for a resident of the state
sponsoring the QSTP, and one for a nonresident (if the QSTP has no residency
requirements). The 5-Cap Rating constitutes the subjective opinion of the author taking
into consideration many of the items listed in the previous chapter. Any particular
individual would likely weight these items differently from the author based on his or her
own circumstances and preferences. |
